Format Nightmare for Format Geeks?
While I do like to geek out on a tourney format pre-event, I've never claimed to be a format expert. That said, from every Tarr post I've ever read, the goal of the tourney format should be to minimize the effects of seeding, provide the same format to everyone, and either crown a champion (in a one-off tourney) or advance the proper total of teams to the next round. So in a multi-tourney event, the most important game is the one that differentiates between the last team to move on and the final team eliminated.
In the current FIBA Americas Olympic qualifying, top 2 go to Olympics automatically and 3-5 move to future qualifying. #6 and lower are eliminated from the 2008 Games. So for the format kids, this shout out goes out to you. Read the article, specifically, scenario #4, but then check the comments below. The writer of the article on the FIBA site didn't actually know the proper tie-breaking format. When I first starter reading #4 I though, "oh shit, someone is being eliminated from further qualifying based on points? That sucks." But the more I read the more it reminded me of a rouge tourney director that didn't know the proper format moving forward with what they decided was the best idea. Obviously, someone at FIBA has already thought this through, but when you are just some dude in some town running a tourney, you don't always have people looking out for you.
Good stuff though for any fans of formats.

Not that anyone is reading this, but I see when you click the link the writer corrected his mistakes in the "after-results" edit of this article. So this post is pretty meaningless now - like all my other posts!

It is a flawed format, but compared to many international tournament formats, it's actually quite good. That's more of an indictment of other formats than anything else, though.
I'll just quote what I sent to the formats committee a few days ago on this subject:
"(...) It certainly is better. Basically 8-team round robin, semis, finals.
It is a little strange, though, when you consider that this is effectively a "2 advance" format - i.e. the top two get a pass to the Olympics and won't have to play the qualifying tournament. It's also in some sense a "5 advance" format, because the 3rd-5th place teams are automatically in the qualifying tournament. Now, if teams play consistently this format is fine, but inconsistent play will lead to inconsistent results.
Given the constraint of 10 games maximum a better [format] would have been:
5 team A and B groups, as they do currently.
After groups A and B were done, form new groups:
C: A1, B2, A3, B4
D: B1, A2, B3, A4
Carry over games from the first groups, and play the 2 remaining games. Then play clipped double elimination (4 games max) to determine the 2 advancing teams. Losers of the 2nd round game in the 1-loss bracket play a 5th place game for the last guaranteed spot in the qualifying tournament. 10 games total, just as before.
But as you say, this format is really not that bad."
